Decentralized Governance and Development: a Study in Manipur

Decentralized Governance has become a key mechanism in effective, fair and sustainable resource management. It is also expected to facilitate people's participation, enhance degree of transparency and ensure greater accountability. Being closer to the people, decentralized governance is also assumed to provide more effective and competitive delivery of services at the grassroots level by meeting the needs and preferences of the people. Theoretically, decentralized governance was expected to be effective only when it presents necessary conditions. This book adds empirical evidence to the existing relationship between different conditions that affect the performance of decentralized governance and suggests that higher the devolution of powers, people's participation, transparency, accountability, and capacity building better the performance of decentralized governance in ensuring economic development in terms of effectiveness, equity and suatainability.
